AUTHORIZING LEASE WITH SALVATION ARMY FOR JOINING FORCES FOR FAMILIES PROGRAM DCDHS - CYF DIVISION : Dane County Department of Human Services provides localized services in communities identified as needing those services the most through the Joining Forces for Families Program (JFF). This program leases office space in a building located at 3030 Darbo Drive in Madison owned by the Salvation Army. You can read more about this great program by clicking here.

A number of position approvals and grant acceptances are on the agenda this month. Some highlights include:

ACCEPTING STATE OF WISCONSIN CRISIS INNOVATION GRANT FUNDS TO PREVENT AND DECREASE PSYCHIATRIC HOSPITALIZATIONS OF LONG-TERM CARE POPULATIONS DCDHS-ACS DIVISION : The State of Wisconsin Department of Health Services has awarded Crisis Innovation Grant funds to Dane County to address the unmet needs for people with long-term needs who are recovering from or are at high risk of experiencing a crisis. Of the 15 submitted applications that proposed services in 48 counties, Dane County’s application was ranked first.

ACCEPTING STATE OF WISCONSIN GRANT FUNDS TO PROVIDE TREATMENT FOR UNMET NEEDS OF THOSE WITH OPIOID USE DISORDER DCDHS - ACS DIVISION : The State of Wisconsin Department of Health Services (DHS) has awarded grant funds to Dane County to address unmet needs of those individuals who are attempting to recover from opioid use disorder. Dane County has previously received grant funds from DHS for this purpose, however, the federal source of this grant has changed. Because the source of this grant is changing, a new revenue line in the DCDHS budget is required.

MEMORIAL TO EYVONNE CRAWFORD-GRAY : (postponed from the 9/5 meeting) Eyvonne Crawford-Gray was the first African American (female) to serve on the Dane County Board of Supervisors representing the 14th District in 1990 and was very active in city and county government. Eyvonne passed away recently and the Dane County Board of Supervisors would like to recognize her contributions.

REVISING DEFINITIONS REGARDING THE TAMARA D. GRIGSBY OFFICE FOR EQUITY AND INCLUSION : Updating language in Dane County Ordinances to reflect the current name of the office.

APPROVING AGREEMENTS AND PURCHASES SUPPORTING AN AFFORDABLE HOUSING PROJECT AT THE FORMER MESSNER PROPERTY IN THE CITY OF MADISON : The resolution, previously introduced at the 7/12/2019 meeting, has passed the Personal and Finance Committee and is back to the County Board for full approval. This resolution provides for approval of the agreements between the county and Gorman and Company. Specifically, the resolution approves the land lease for the site, and the purchase and lease back of a portion building to deliver the funding under the county’s affordable housing development fund. Gorman’s proposal, called Valor on Washington, was awarded tax credit financing in the 20 Spring of 2019. The project has also been awarded funding through the affordable housing development funds of both the City of Madison and Dane County.

IN SUPPORT OF CHANGING THE NAME OF SQUAW BAY : Introduced at the County Board meeting on 9/5/2019, approved by the Zoning and Land Regulation Committee and pending approval of the Executive Committee, a resolution to rename Squaw Bay in Monona to Wicawak Bay is at this County Board meeting for a vote to approve. Dane County occupies part of the ancestral lands of the Ho-Chunk Nation, formerly known as the Wisconsin Winnebago Tribe. The county acknowledges this occupation, and the county values and celebrates the historical significance of these lands for the Ho-Chunk Nation. In 2005, the Ho-Chunk Nation Traditional Court recommended renaming Squaw Bay to Muskrat Bay, and have recently renewed this request. The word muskrat in the Ho-Chunk language is Wicawak (We-chow-ek).

AWARD OF AGREEMENT FOR ANDERSON FARM DOG PARK FACILITY IMPROVEMENTS : Awarding contract to KL Engineering of Madison for improvements at Anderson Farm Dog Park, located at 914 Union Rd in Madison.

EXTENDING LEASE BETWEEN DANE COUNTY AND BRIARPATCH FOR PROPERTY AT 1738 ROTH STREET IN THE CITY OF MADISON : Briarpatch has been providing housing and case management services at the site to homeless young adults under a five-year grant from the U.S. Department of Housing and Urban Development. The initial grant period ended March 31, 2019 as did the current property lease. Briarpatch received a six10 month extension of the HUD grant and is pursuing a longer-term renewal of the grant. Resolution 2018 RES-526 extended the lease until September 30, 2019. This Addendum will extend the property lease until November 30, 2019 to allow the program to continue under the grant extension while Briarpatch seeks the long-term renewal of the grant.

AGREEMENT FOR THE RECONSTRUCTION OF CTH M / NORTH MAIN ST, FROM CROSS COUNTRY RD TO CTH PD, IN THE CITY OF VERONA : The Dane County Dept of Public Works, Highway & Transportation has determined that CTH M/North Main St is in need of reconstruction from Cross Country Road to CTH PD in the City of Verona. After including a fund transfer, the Department has funds available in account HWCONCAP-NEW to cover the project costs. The county share is $2,000,000.

APPROVING THE ADDITION OF VILLAGE OF COTTAGE GROVE TO THE DANE COUNTY URBAN COUNTY CONSORTIUM : I was happy to co-sponsor this Resolution adding the Village of Cottage Grove to our Dane County Urban County Consortium. Adding Cottage Grove to the consortium brings the county participation to 96%. The Village of Cottage Grove adds 6,635 in population to the Urban County Consortium bringing the total participating to 96% of the eligible Dane County population outside the City of Madison. A higher participation rate of eligible units of local government in the UCC allows for a more comprehensive approach for the CDBG program because Dane County CDBG and HOME dollars can only be spent in participating communities.

PETITION: REZONE 11431 APPLICANT: MADISON GAS & ELECTRIC COMPANY : This zoning petition allowed MG&E to install a solar power generation project. The solar generation plant will provide solar electricity to serve the needs of Dane County. MG&E will own and operate the facility and will lease the Airport land upon which it is located from Dane County

M. Items Requiring a Two-Thirds Majority for Passage.

A number of contracts funding new and much needed resources from Wisconsin Department of Health Services and Wisconsin Department of Children and Families, as well as positions at Dane County Health and Human Services and Public Health Madison & Dane County. Additionally:

ACCEPTANCE OF A WI DEPARTMENT OF NATURAL RESOURCES GRANT FOR CAPITAL CITY STATE TRAIL BRIDGE REPLACEMENT : The Land & Water Resources Department – Parks Division has secured a $74,308 grant from the Wisconsin Department of Natural Resources (WDNR) Urban Rivers Grant Program for a bridge replacement during resurfacing of the Capital City State Trail.

I. Ordinance amendments

AMENDING CHAPTER 15 THE DANE COUNTY CODE OF ORDINANCES, REGARDING MEMBERSHIP OF THE HENRY VILAS ZOO COMMISSION :  This amendment rescinds the provision making the President 30 of the Henry Vilas Park Zoological Society as a standing member of the Zoo Commission, and makes a representative of the Zoo’s fundraising partner a non voting member.

INVESTIGATING RESPONSIBILITY FOR PAST STRUCTURAL MISTAKES WITH THE PUBLIC SAFETY BUILDING : This resolution directs Dane County Corporation Counsel to investigate “whether it is feasible for the county to hold the architectural firm, the general contractor, their insurers or any other responsible party on the Public Safety Building project in 1992 and 1993, responsible for the Public Safety Building not being built as specified by the County Board.”

COUNTY BOARD CHAIR APPOINTMENT TO THE CITY-COUNTY HOMELESS ISSUES COMMITTEE : This is a Resolution very important to me- a resolution from the County Board Chair appointing me to the City-County Homelessness Issues Committee. I hope to start working on this committee next month after the appointment receives official approval.

M. Items Requiring a Two-Thirds Majority for Passage.

There are a number of resolutions to accept funding for positions within county agencies as well as resolutions to accept various grants and donations. See agenda if interested in more details on any. A couple of note:

AUTHORIZING ACCEPTANCE OF HIGHWAY SAFETY GRANT FUNDS FOR A PEDESTRIAN AND BICYCLE SAFETY PROJECT : The primary focus of this grant is motor vehicle enforcement of high interaction areas involving pedestrians, bicyclists, and vehicles. Enforcement efforts will focus on motor vehicle violations that endanger pedestrians and bicyclists and education efforts shall target pedestrians and bicyclists.

ESTABLISHING AN EQUITY FOOD PROGRAM FOR 2019 : Authorizing the Dane County Office of Equity & Inclusion to establish a Food Equity Program for 2019 to “advance equity and access in local food systems in Dane County”
